UK And EU Hold The Line On Cancer-Linked Additives As US Regulators Scramble To Catch Up

Ever since Brexit, there remains the fear that any trade deal with the US will result in a deveation from the EU's food standards. Here Web editor, Chris Ingram, examies the curreent situation regarding food additives, some of which are linked to cancer in humans:

A widening body of evidence is reinforcing what food-safety campaigners have argued for years: on cancer-linked food additives, Britain and the European Union remain considerably stricter regulators than the United States — even as Washington shows early signs of narrowing the gap.

 

Europe moved against titanium dioxide, potassium bromate, BHA and BHT years — in some cases decades — before Washington began seriously reassessing them. What’s new in 2026 is that scrutiny is finally intensifying in the US, driven by MAHA-aligned HHS leadership and a
patchwork of state legislation, rather than any deliberate alignment with EU standards. The transatlantic gap on these specific additives,
however, remains substantial for now.

 

The food additives banned in the EU and UK, but used in the USA

Titanium dioxide (E171), a whitening agent used in candy, sauces and baked goods, has been banned in EU food products since 2022 after the European Food Safety Authority concluded it could not rule out the possibility of DNA or chromosomal damage from nanoscale particles. In the US, the FDA still permits it at up to 1% by weight, though some manufacturers — including the maker of Skittles — have begun phasing it out voluntarily ahead of possible future regulatory action.

Potassium bromate, a dough conditioner used in commercial bread for more than a century, has been banned in EU food since 1990 and is treated as a probable human carcinogen by most of the world's food-safety authorities. The FDA still permits it in US bread and flour at up to 75 parts per million, though California has passed state-level legislation banning it from 2027.

Similar divergence applies to BHA and BHT, two preservatives widely used in US cereals, crackers and snack foods. Both are restricted or banned in the EU over long-standing carcinogenicity and endocrine-disruption concerns; both remain permitted in the US under the FDA's "Generally Recognized As Safe" (GRAS) framework, which allows manufacturers to self-certify an ingredient's safety without direct FDA pre-approval.

There are signs that gap may be closing — but from the US side, not the UK's. Health and Human Services Secretary Robert F. Kennedy Jr. has made food-additive reform a pillar of his "Make America Healthy Again" agenda, pushing the FDA to reopen safety reviews of BHA (February 2026) and BHT (August 2025), and to press food manufacturers to voluntarily drop artificial dyes already banned in Europe. More than 30 US states had introduced their own dye- or additive-restriction legislation as of early 2026, with California and West Virginia among the most aggressive.

The bigger picture.

Taken together with the UK's recent divergence toward the US on gene-edited food — where England has adopted a lighter-touch, product-based regulatory model closer to Washington's than Brussels' — the additives picture shows the UK's regulatory alignment is not moving in a single direction. On additives, the UK and EU remain the stricter, more precautionary regime, with the US the outlier now under pressure to tighten up. On gene editing, it is the UK that has moved toward the more permissive US model, diverging from the EU's stricter stance — a divergence itself now complicated by the High Court's ruling that England's precision-breeding rules were unlawfully made without labelling provisions.

The net effect is a UK regulatory position that defies a simple "moving toward the US" or "staying with the EU" narrative: it is converging with Washington on some fronts and holding firm with Brussels on others, depending on the specific issue at hand.

 

Here's an overview based on IARC (International Agency for Research on Cancer, WHO) classifications and major cohort studies — organised by strength of evidence, since that distinction matters a lot and gets flattened in a lot of pop-science coverage.

Important framing first

IARC classifications describe strength of evidence that something is a hazard, not the degree of risk at typical dietary doses. A "possible carcinogen" classification doesn't tell you how much exposure it takes to matter — dose, frequency, and individual factors all affect actual risk. Worth keeping in mind as you read the list.

Group 2B — "Possibly carcinogenic to humans"

  • Aspartame (E951) — the WHO's IARC classified aspartame as a Group 2B carcinogen in 2023, meaning it may possibly cause cancer, though this indicates strength of evidence rather than degree of risk. The FDA and other agencies pushed back hard on the practical significance of this, maintaining their existing safety limits (the FDA's acceptable daily intake would allow roughly 17 cans of diet soda a day for a 150lb adult without exceeding it).

  • BHA (Butylated hydroxyanisole, E320) — a preservative used in oils, cereals, and snack foods.

  • Potassium bromate — a dough conditioner/flour treatment agent, banned in the EU/UK and much of the world, though still permitted in some countries including parts of the US market.

Group 1 — "Carcinogenic to humans" (relevant contaminants/related exposures, not classic additives)
  • Aflatoxins — natural fungal toxins that can contaminate grains, nuts, and maize; classified with the strongest evidence tier.

  • Processed meat itself (not an additive, but the nitrite/nitrate curing process used in bacon, ham, sausages is the mechanism implicated) is Group 1.

Sodium nitrite/nitrate (E250/E251/E252, curing agents)
Not formally IARC Group 1 as standalone additives, but strongly implicated because they can form N-nitroso compounds in the body, which are carcinogenic — this is the main mechanistic reason processed meat is Group 1.

Titanium dioxide (E171)
Banned as a food additive in the EU (2022) and UK on precautionary grounds after EFSA said it couldn't rule out genotoxicity concerns, though it's not IARC-classified as a carcinogen via ingestion — the ban was precautionary rather than based on a confirmed cancer link.

Emerging evidence: emulsifiers (broader category, not IARC-classified yet)
A large French prospective cohort study (NutriNet-Santé) found associations between certain food additive emulsifiers and cancer risk, linked to disruption of gut microbiota and chronic inflammation. This covers common emulsifiers like carrageenan, mono- and diglycerides of fatty acids, and various gums — but this is cohort/observational evidence, not an IARC hazard classification, so it's a weaker and more provisional signal than the Group 1/2B list above.

A caveat on Red Dye 3 / erythrosine (E127)
Worth flagging since it's a live example of a substance banned specifically over animal cancer studies (thyroid tumours in male rats) — the FDA banned it from food in January 2025 under the Delaney Clause, which requires the ban of any additive shown to cause cancer in animals regardless of relevance to humans at typical doses.

Note on UK regulation:

All additives must pass a Food Standards Agency (formerly EFSA-aligned) risk assessment and be assigned an Acceptable Daily Intake (ADI). Approved additives appear on ingredient lists with either their name or E-number. Since Brexit, the UK has diverged slightly from the EU on some additives (e.g. titanium dioxide E171 remains legal in Great Britain despite the EU ban). Most health concerns relate to sensitive subgroups (children, asthmatics, those with additive intolerances) or high cumulative intake, rather than acute toxicity at typical dietary levels.
